The economy uses money you earn from missions to buy clothes and guns; there are outfits that change your look, but they don't affect stats much. The difficulty ramps up when you reach later districts--enemies start using shields and grenades, and you need to use cover more. The satisfying moment for me was unlocking a new sniper rifle and one-shotting a turret that had been annoying me for three levels.
